Message from the President

Welcome to the Korea Institute of Public Finance (KIPF). I am Lee Young, the 15th President of KIPF. Since its founding in 1992, KIPF has been at the forefront of research in tax and fiscal policy—fields vital to our nation’s prosperity.

Our mission is to support Korea's key policy decisions by delivering evidence-based recommendations from rigorous analysis.

The need for sound, evidence-based tax and fiscal policies has become more critical than ever. Sustainable growth and social cohesion demand policies that look beyond short-term popularity and prioritize the long-term welfare of all citizens.

To prove the effectiveness of these policies, we emphasize three types of evidence:

  • 1. Theoretical evidence that considers behavioral changes and market equilibrium, exploring various aspects beyond the simple goals of a policy;
  • 2. Empirical evidence that establishes the effectiveness of the policy and causality from the policy to the outcome; and
  • 3. Case evidence that analyzes not only policy examples but also takes into account the evolving market conditions and social context

KIPF’s research focuses on the following three core areas essential for Korea’s future:
- Tax and expenditure packages for a sustainable welfare state
- Fiscal policies that respond to demographic changes
- Tax and fiscal measures for balanced regional development

As the nation’s leading research institute dedicated to sustainable growth and social cohesion, KIPF will focus its resources on providing evidence-based public policy to support informed decision-making. By integrating theoretical, empirical, and case-based evidence into policy design, KIPF continues to lead the discussions in both the academic and policy arenas.
