SOE Research center undertakes policy research related to public agency operations such as management,
operation, governance, labor-management relations, privatization and pricing policy,
in addition to research on public agency evaluation.

Vision

Vision of SOE Research Center

  • 1 To achieve balance and make connection between theory and practice, and to harmonize short-term and long-term research tasks
  • 2 To expand empirical policy research based on accumulated data and information
  • 3 To conduct interdisciplinary and practical collaborative research and policy development through communication with the government, SOEs, and public bodies
  • 4 To conduct research on performance evaluation system, to design performance evaluation index, and to contribute to the improvement of business performance of SOEs and public bodies with consulting service provided.

Main Tasks

Discover research agendas and conduct in-depth research
  • Policy research concerning the management of SOE including analyses of the management system for oversight of SOE, the measures to improve financial structures of SOE, and the personnel and wage system of SOE, etc.
Improve and support the performance evaluation system for SOE
  • Practical research on the measures to improve the performance evaluation system for SOE such as developing key performance indicators (KPI)
  • The measures for calculating evaluation indicators and utilizing the results
  • Conduct Quantitative evaluation of SOE performance
Host public policy forums and networks related to SOE
  • Form a forum for public debate by establishing the network for communicating with the experts in the SOE policy field, labor circles, SOEs, public bodies, and the related government officials and identifying issues related to SOEs and public bodies, and suggesting policy research directions
Develop and implement education and training programs for SOE
  • Implement consulting and training programs for efficient financial management, socially responsible management, remuneration system improvement, internal and external performance evaluation, quantitative performance evaluation, etc.
Develop governance of SOEs and quasi-governmental organizations and the oversight policy for their autonomous and responsible management of themselves
  • Analysis of internal and external governance trend of SOEs and public bodies in OECD countries, and research on the paradigm shift in governance reform of SOEs in China, India, and Brazil
